What a developer account is, and what it is not. It lets you submit manifests. It is not a review, an endorsement, or a verified identity — your account starts as pending and stays that way until a person at HEXR verifies it, which is a manual step and may never happen.
Pending is not a queue you are waiting in. You can submit straight away — verification is only a badge shown next to your name, never permission to publish. The one status that does stop you is suspended, and that is a moderation action with a reason behind it.
