What happens when you press submit. Your manifest is checked for shape, for key ownership, and for whether a tile of this type can actually be created. If every check passes, the version is approved automatically and becomes current immediately — no person sees it. If any check fails, it is held and a person reviews it.
Your manifest is stored exactly as you send it. The developer agreement has not been written yet, so submitting is not an acceptance of terms — there are none.
